Fallon\/AFP via Getty Images<\/span><\/figcaption><\/figure>\n<p><a href=\"https:\/\/observer.com\/company\/meta\/\" title=\"Meta\" class=\"company-link\">Meta<\/a>\u2019s reputation as one of Silicon Valley\u2019s biggest A.I. spenders, but<a href=\"https:\/\/observer.com\/2024\/10\/meta-q3-earnings-ai-plan\/\"> with little to show for it so far<\/a>, is spooking much of Wall Street. But <a href=\"https:\/\/observer.com\/2024\/02\/bill-ackman-investing-method-lex-fridman-podcast\/\">hedge fund billionaire Bill Ackman<\/a> isn\u2019t fazed. Ackman\u2019s New York-based fund, <a href=\"https:\/\/observer.com\/company\/pershing-square\/\" title=\"Pershing Square\" class=\"company-link\">Pershing Square<\/a>, disclosed this week that it has taken a nearly $2 billion stake in Meta, equivalent to about 10 percent of the fund\u2019s capital. The bet reflects Ackman\u2019s contrarian conviction that Meta CEO <span class=\"hover:entity-accent entity-underline inline cursor-pointer align-baseline\"><span class=\"whitespace-normal\"><a href=\"https:\/\/observer.com\/person\/mark-zuckerberg\/\" title=\"Mark Zuckerberg\" class=\"company-link\">Mark Zuckerberg<\/a><\/span><\/span> will ultimately deliver on his A.I. ambitions.<\/p>\n<section class=\"wp-block-observer-newsletters observer-newsletters--in-content\">\n<\/section>\n<p>\u201cWe believe Meta\u2019s current share price underappreciates the company\u2019s long-term upside potential from A.I. and represents a deeply discounted valuation for one of the world\u2019s greatest businesses,\u201d said Pershing Square in an <a target=\"_blank\" rel=\"noopener\" href=\"https:\/\/assets.pershingsquareholdings.com\/wp-content\/uploads\/2026\/02\/11144917\/2026-Annual-Investor-Presentation.pdf\">investor presentation<\/a>\u00a0on Feb. 11.<\/p>\n<p data-start=\"882\" data-end=\"1457\"><a href=\"https:\/\/observer.com\/2025\/02\/bill-ackman-bid-howard-hughes-holdings\/\">A self-proclaimed disciple of <span class=\"hover:entity-accent entity-underline inline cursor-pointer align-baseline\"><span class=\"whitespace-normal\">Warren Buffett<\/span><\/span>,<\/a> Ackman is not typically known as a tech investor. His most successful wagers have historically been in more traditional businesses such as <span class=\"hover:entity-accent entity-underline inline cursor-pointer align-baseline\"><span class=\"whitespace-normal\">Chipotle<\/span><\/span> and <span class=\"hover:entity-accent entity-underline inline cursor-pointer align-baseline\"><span class=\"whitespace-normal\">Hilton<\/span><\/span>. That began to change in 2023, when he took a $600 million position in <span class=\"hover:entity-accent entity-underline inline cursor-pointer align-baseline\"><span class=\"whitespace-normal\">Google<\/span><\/span>, betting on the company\u2019s long-term A.I. potential. Ackman has since said that advanced forms of A.I. represent a \u201c<a target=\"_blank\" rel=\"noopener\" href=\"https:\/\/www.youtube.com\/watch?v=uvhAwFIU2uE\">meaningful investment<\/a>\u201d theme for his portfolio.<\/p>\n<p data-start=\"1459\" data-end=\"1648\">In recent quarters, Ackman has exited his holdings in Chipotle and Hilton and added new positions in <span class=\"hover:entity-accent entity-underline inline cursor-pointer align-baseline\"><span class=\"whitespace-normal\"><a href=\"https:\/\/observer.com\/company\/uber\/\" title=\"Uber\" class=\"company-link\">Uber<\/a><\/span><\/span> and <span class=\"hover:entity-accent entity-underline inline cursor-pointer align-baseline\"><span class=\"whitespace-normal\"><a href=\"https:\/\/observer.com\/company\/amazon\/\" title=\"Amazon\" class=\"company-link\">Amazon<\/a>, reflecting a broader shift to tech.\u00a0<\/span><\/span>Ackman\u2019s wager on Meta is rooted in the view that investor anxiety over A.I. spending is overshadowing an otherwise improving business trajectory.<\/p>\n<p data-start=\"1459\" data-end=\"1648\">Meta\u2019s shares have fallen about 10 percent over the past 12 months, weighed down by concerns that its capital expenditures are spiraling out of control. The company spent $72.2 billion on A.I.-related capital expenditures last year, as it pushed ahead with massive infrastructure projects such as new data centers and poured billions into <a href=\"https:\/\/observer.com\/2025\/07\/meta-ai-glasses-commonplace-contacts-mark-zuckerberg\/\">building its Meta Superintelligence Labs team<\/a>. That figure is expected to rise further, with Meta projecting total spending of between $115 billion and $135 billion this year.<\/p>\n<p data-start=\"2318\" data-end=\"2702\">So far, those investments have yet to translate into outsized financial returns. Still, Meta has argued that its A.I. strategy remains in an early stage. \u201cWe\u2019re in this interesting period where we\u2019ve been rebuilding our A.I. effort,\u201d Zuckerberg told analysts last month. \u201cThe picture will become clearer, and I think more exciting, if we do our jobs well over the course of the year.\u201d<\/p>\n<p data-start=\"2704\" data-end=\"2899\">Ackman believes the eventual payoff will justify the scale of the investment. He has described Meta\u2019s advertising-driven business model as \u201cone of the clearest beneficiaries of A.I. integration.\u201d<\/p>\n<p data-start=\"2901\" data-end=\"3250\">In its presentation, Pershing Square said A.I. could significantly boost user engagement, enable more relevant and personalized advertising, and open up new growth avenues such as enterprise-focused A.I. assistants and wearable devices. Those prospects, the firm argued, support Meta\u2019s decision to \u201cfront-load infrastructure and talent investments.\u201d<\/p>\n<p data-start=\"3252\" data-end=\"3457\">Ackman also pointed to Meta\u2019s ability to rein in costs when necessary, citing the company\u2019s \u201cYear of Efficiency\u201d in 2023, when it cut headcount and scaled back expenses after years of aggressive expansion.<\/p>\n<p data-start=\"3459\" data-end=\"3625\">Meta is now one of just 14 positions in Ackman\u2019s concentrated portfolio. Ackman made his name through aggressive proxy battles and high-profile short bets, but he has since said he has \u201c<a target=\"_blank\" rel=\"noopener\" href=\"https:\/\/assets.pershingsquareholdings.com\/2022\/03\/29140526\/Pershing-Square-Holdings-Ltd.-2021-Annual-Report.pdf\">permanently retired<\/a>\u201d from that approach in favor of long-term, constructive investments. Pershing typically adds only one to three new positions each year.<\/p>\n<p data-start=\"3897\" data-end=\"4158\" data-is-last-node=\"\" data-is-only-node=\"\">The strategy has paid off recently.
