Three outcomes qualify. First, degrading Iran\u2019s ballistic missile arsenal to the point that it no longer poses a credible threat to U.S. bases, allies, or the Strait of Hormuz. Second, dismantling its nuclear program by ending uranium enrichment and subjecting all facilities to inspections. Third, a systemic transfer of power in Tehran that establishes a pro-West government that represents the Iranian people rather than the current theocratic order.\u00a0<\/span><\/p>\n<p><span style=\"font-weight:400\">The third option is not only the most desirable but also the only plausible avenue, resolving the other two while reshaping the world. Eliminating Iran\u2019s military capabilities would be costly and prolonged, and even then reversible so long as the regime remains in power. Islamic Republic <\/span><a href=\"https:\/\/www.fdd.org\/analysis\/2026\/04\/06\/5-men-now-running-iran\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight:400\">leaders<\/span><\/a> <a href=\"https:\/\/www.reuters.com\/world\/middle-east\/iran-says-it-wont-negotiate-over-its-missile-capabilities-2026-02-11\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight:400\">refuse<\/span><\/a><span style=\"font-weight:400\"> to even negotiate missile ranges, and the new Ayatollah sees <\/span><a href=\"https:\/\/www.japantimes.co.jp\/news\/2026\/04\/30\/world\/iran-vow-nuclear-tech\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight:400\">enrichment<\/span><\/a><span style=\"font-weight:400\"> as a red line, a stance that hardens as the regime weakens. While regime change remains taboo to discuss, President Donald Trump is already bearing its costs without securing its outcome.<\/span><\/p>\n<p><span style=\"font-weight:400\">Every American president since 1979 has tried either to <\/span><a href=\"https:\/\/www.everycrsreport.com\/reports\/97-231.html\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight:400\">contain<\/span><\/a><span style=\"font-weight:400\"> the Iran problem or to manage it through <\/span><a href=\"https:\/\/jinsa.org\/jinsa-ceo-makovsky-on-obamas-unforced-errors-with-iran-in-the-weekly-standard\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight:400\">appeasement<\/span><\/a><span style=\"font-weight:400\">. Trump broke from that approach by seeking to resolve it. To do so, he must avoid a core miscalculation: the regime is structurally incapable of changing its behavior. Tehran\u2019s missile arsenal and nuclear program are its primary points of leverage, and the premise that a durable diplomatic settlement can neutralize both ignores the historical reality that agreements tend to defer rather than remove the threat. An Islamist system built on anti-Americanism and the export of terrorism cannot abandon the very tools that sustain it.\u00a0<\/span><\/p>\n<p><span style=\"font-weight:400\">The <\/span><a href=\"https:\/\/www.reuters.com\/world\/asia-pacific\/iran-us-narrow-differences-after-pakistani-mediation-splits-remain-senior-2026-04-16\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight:400\">nuclear<\/span><\/a><span style=\"font-weight:400\"> file remains the lingering issue. Despite long-standing <\/span><a href=\"https:\/\/www.longwarjournal.org\/archives\/2026\/04\/iran-attacks-vessels-in-hormuz-avoids-concrete-stance-on-ceasefire-extension.php\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight:400\">differences<\/span><\/a><span style=\"font-weight:400\"> among the regime\u2019s pillars, they remain aligned on preserving uranium enrichment to retain a pathway to weapons-grade material and maintain leverage. Late Supreme Leader Ali Khamenei <\/span><a href=\"https:\/\/www.nytimes.com\/2012\/04\/14\/world\/middleeast\/seeking-nuclear-insight-in-fog-of-the-ayatollahs-utterances.html?_r=0#:~:text=But%20those%20comments,now%2C%E2%80%9D%20he%20added.\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight:400\">drew<\/span><\/a><span style=\"font-weight:400\"> that lesson from Muammar Gaddafi, who gave up his nuclear program and was later overthrown. His successor, Mojtaba, is following his father\u2019s logic. Tehran has chosen <\/span><a href=\"https:\/\/www.longwarjournal.org\/archives\/2025\/06\/israel-targets-irans-nuclear-sites-and-senior-military-figures.php\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight:400\">war<\/span><\/a> <a href=\"https:\/\/www.longwarjournal.org\/archives\/2026\/02\/us-and-israel-launch-extensive-military-campaign-against-iran-israel-says-supreme-leader-khamenei-killed.php\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight:400\">twice<\/span><\/a><span style=\"font-weight:400\"> rather than budge on enrichment and will do so again, while Trump cannot settle for another version of the deal he withdrew from.<\/span><\/p>\n<p><span style=\"font-weight:400\">On missiles, the campaign has dealt the most severe blow to Iran\u2019s primary military asset, not only its arsenal but also its <\/span><a href=\"https:\/\/www.longwarjournal.org\/archives\/2026\/03\/us-israeli-strikes-hit-irans-missile-nuclear-political-and-repression-sites.php\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight:400\">manufacturing<\/span><\/a><span style=\"font-weight:400\"> base. More than 20,000 <\/span><a href=\"https:\/\/www.ajc.org\/news\/the-iran-strikes-explained-how-we-got-here-and-what-it-means\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight:400\">targets<\/span><\/a><span style=\"font-weight:400\"> across Iran were struck jointly by the U.S. and Israel, including missile bases, stockpiles, <\/span><a href=\"https:\/\/www.longwarjournal.org\/archives\/2026\/03\/us-israeli-campaign-hits-iranian-regimes-military-and-repression-apparatus-regime-forms-leadership-council-march-1-updates.php\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight:400\">launchers<\/span><\/a><span style=\"font-weight:400\">, and key <\/span><a href=\"https:\/\/www.longwarjournal.org\/archives\/2026\/03\/us-israeli-strikes-continue-as-talks-over-strait-of-hormuz-stall-and-iran-intensifies-internal-crackdown.php#:~:text=Saeed%20Shamghadari%2C%20a%20university%20professor%20linked%20to%20missile%20development%2C%20was%20killed%20in%20a%20Tehran%20strike.\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight:400\">personnel<\/span><\/a><span style=\"font-weight:400\"> tied to their development. Before the April 7 <\/span><a href=\"https:\/\/www.longwarjournal.org\/archives\/2026\/04\/us-iran-agree-to-2-week-ceasefire-in-exchange-for-reopening-of-strait-of-hormuz.php\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight:400\">ceasefire<\/span><\/a><span style=\"font-weight:400\">, Iran was launching significantly fewer medium-range ballistic missiles, the <\/span><a href=\"https:\/\/jinsa.org\/irans-missile-launches-have-fallen-sharply-since-start-of-war-data-shows\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight:400\">systems <\/span><\/a><span style=\"font-weight:400\">it relies on to strike more distant targets such as Israel.<\/span><\/p>\n<p><span style=\"font-weight:400\">Without a doubt, the regime is significantly weaker than before the war, but it remains lethal. That is due to its cheaply produced yet extensive stockpile of short-range missiles and drones that can still strike <\/span><a href=\"https:\/\/www.longwarjournal.org\/archives\/2026\/04\/despite-ceasefire-iran-and-its-militias-continue-attacking-regional-states-april-2-8-updates.php\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight:400\">targets<\/span><\/a><span style=\"font-weight:400\"> across the Persian Gulf, paired with hundreds of thousands of ideologically devoted <\/span><a href=\"https:\/\/www.jns.org\/opinion\/ceasefire-with-tehran-doesnt-end-the-regimes-war-on-iranians#:~:text=In%20fairness%2C,across%20security%20forces.\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight:400\">personnel<\/span><\/a><span style=\"font-weight:400\"> willing to fight to martyrdom.\u00a0<\/span><\/p>\n<p><span style=\"font-weight:400\">Another challenge in assessing a military victory is how the U.S. and Israel present data on the regime\u2019s missile and drone stockpiles. Both <\/span><a href=\"https:\/\/www.washingtonpost.com\/world\/2026\/03\/25\/iran-missiles-israel-air-defense\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight:400\">share<\/span><\/a> <a href=\"https:\/\/nypost.com\/2026\/03\/13\/us-news\/irans-missiles-down-90-drone-attacks-down-95-hegseth-says\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight:400\">percentage <\/span><\/a><span style=\"font-weight:400\">reductions to illustrate damage rather than providing baseline figures and what remains, making the true scale of degradation harder to gauge.<\/span><\/p>\n<p><span style=\"font-weight:400\">The war against the regime, despite the Islamic Republic being a nation-state, still reflects an asymmetric balance. The munitions used to destroy Iranian military sites are far more <\/span><a href=\"https:\/\/www.reuters.com\/world\/middle-east\/us-war-iran-has-cost-25-billion-so-far-says-pentagon-official-2026-04-29\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight:400\">expensive<\/span><\/a><span style=\"font-weight:400\"> than the targets they hit, while Tehran can disrupt the global economy with relatively <\/span><a href=\"https:\/\/www.nytimes.com\/interactive\/2026\/04\/18\/world\/middleeast\/iran-us-war-drones-cost.html\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight:400\">cheap<\/span><\/a><span style=\"font-weight:400\"> drones and missiles in the Strait of Hormuz. The regime\u2019s bar is survival, while Trump is, and should be, pursuing a far more ambitious definition of victory.<\/span><\/p>\n<p><span style=\"font-weight:400\">This leaves a systemic transfer of power in Tehran as the only viable path to a historic breakthrough. The key is to level the playing field between regime forces and their only true existential threat: the Iranian people. The war has already set in motion most of the components required for regime collapse, tightening <\/span><a href=\"https:\/\/www.fdd.org\/analysis\/2026\/05\/01\/blockade-pressure-mounts-as-washington-rejects-tehrans-proposal\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight:400\">economic<\/span><\/a><span style=\"font-weight:400\"> pressure, <\/span><a href=\"https:\/\/www.longwarjournal.org\/archives\/2026\/03\/israel-intensifies-strikes-on-repression-sites-expands-outreach-to-iranians-as-regime-repression-deepens-march-8-10-updates.php\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight:400\">degrading <\/span><\/a><span style=\"font-weight:400\">the repression apparatus, and pairing both with direct messaging so Iranians are prepared to shape what follows. <\/span><a href=\"https:\/\/www.longwarjournal.org\/archives\/2026\/03\/israel-shifts-to-hyperlocal-targeting-in-iran-as-regime-military-power-degrades-march-11-13-updates.php\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight:400\">Hyperlocal <\/span><\/a><span style=\"font-weight:400\">strikes on internal security personnel proved a turning point, forcing these fighters to fear for their lives as much as ordinary Iranians do. The abrupt ceasefire cut short these dynamics before they could produce a decisive outcome.<\/span><\/p>\n<p><span style=\"font-weight:400\">The window for regime change remains open, as <\/span><a href=\"https:\/\/www.jns.org\/opinion\/ceasefire-with-tehran-doesnt-end-the-regimes-war-on-iranians\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight:400\">Iranians<\/span><\/a><span style=\"font-weight:400\"> still await the call from the president to take to the streets, a step Washington has <\/span><a href=\"https:\/\/www.longwarjournal.org\/archives\/2026\/02\/us-and-israel-launch-extensive-military-campaign-against-iran-israel-says-supreme-leader-khamenei-killed.php#:~:text=The%20conclusion%20of,this%20murderous%20regime.%E2%80%9D\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight:400\">signaled<\/span><\/a><span style=\"font-weight:400\"> more than <\/span><a href=\"https:\/\/www.iranintl.com\/en\/202603220220#:~:text=%22They%27re%20launching%20missiles%20and%20drones%20from%20populated%20areas%20and%20you%20need%20to%20stay%20inside%20for%20right%20now%2C%22%20he%20said.%20%22There%20will%20be%20a%20clear%20signal%20at%20some%20point%2C%20as%20the%20President%20has%20indicated%2C%20for%20you%20to%20be%20able%20to%20come%20out.%22\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight:400\">once<\/span><\/a><span style=\"font-weight:400\">. The naval <\/span><a href=\"https:\/\/www.fdd.org\/analysis\/2026\/05\/01\/blockade-pressure-mounts-as-washington-rejects-tehrans-proposal\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight:400\">blockade <\/span><\/a><span style=\"font-weight:400\">has already alarmed Tehran\u2019s leadership, which faces the prospect of renewed unrest and growing difficulty paying its supporters. Washington should be prepared to press further while sustaining the economic pressure that is constraining cash flow and deepening public resentment.<\/span><\/p>\n<p><span style=\"font-weight:400\">Expanded support would require strikes not only on repression forces and military figures but also on the regime\u2019s political leadership. In parallel, select dissident networks in major urban areas should be equipped to confront their oppressors. As mid- and lower-level personnel see leadership either eliminated or in hiding, while dissident cells operate across key cities, it reinforces the sense that the regime\u2019s end is near and forces a <\/span><a href=\"https:\/\/www.timesofisrael.com\/israel-said-threatening-iranian-officers-on-the-phone-as-part-of-efforts-to-stir-unrest\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight:400\">choice<\/span><\/a><span style=\"font-weight:400\"> between holding the line at great risk or defecting.<\/span><\/p>\n<p><span style=\"font-weight:400\">The <\/span><a href=\"https:\/\/nationalinterest.org\/blog\/middle-east-watch\/why-helping-iran-would-not-lead-us-a-new-quagmire\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight:400\">conditions<\/span><\/a><span style=\"font-weight:400\"> are in place. Iranians are overwhelmingly anti-Islamist, the region\u2019s <\/span><a href=\"https:\/\/www.fdd.org\/in_the_news\/faq\/2026\/02\/25\/iran-faq-what-you-should-know\/#:~:text=The%20confrontation%20is%20not%20with%20the%20Iranian%20nation%20but%20rather%20with%20its%20rulers.%20Iran%20is%20the%20home%20of%20the%20region%E2%80%99s%20most%20anti%2DAmerican%2C%20anti%2DWestern%2C%20and%20anti%2DIsraeli%20regime%20and%20its%20most%20pro%2DAmerican%2C%20pro%2DWestern%2C%20and%20pro%2DIsraeli%20population.\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight:400\">most<\/span><\/a><span style=\"font-weight:400\"> pro-American and pro-Israeli population, highly educated compared to their neighbors, and anchored by a strong national identity rooted in their ancient monarchy. They mobilized in the <\/span><a href=\"https:\/\/www.iranintl.com\/en\/202601092353\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight:400\">millions <\/span><\/a><span style=\"font-weight:400\">in January 2026 behind Crown Prince Reza Pahlavi, the only viable transition figure.<\/span><\/p>\n<p><span style=\"font-weight:400\">The Iran war presents Trump with an opportunity more transformative than the collapse of the Soviet Union. A shift in power in Tehran would eliminate the world\u2019s largest state sponsor of terrorism and a global arms <\/span><a href=\"https:\/\/nationalinterest.org\/feature\/iran-creeping-international-arms-market-212318\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight:400\">proliferator<\/span><\/a><span style=\"font-weight:400\"> that has fueled conflicts from Europe to Africa and supplied oil to China.
