Before the burning began, Bass had denied Fire Chief Crowley\u2019s request for $17 million in fire engine funding, Los Angeles Department of Water and Power\u2019s leadership drained both reservoirs firefighters needed to extinguish the flames, and Bass had sacrificed the fire operations\u2019 budgets in favor of union wages.
